In this post i will show you how to enable USB debugging mode on sony xperia tipo a.k.a ST21i/a a.k.a tapioca, this post may sound stupid, but i write it just in case you don't know.
First go to "Settings" and then scroll down and select "Developer options", and then click on "USB debugging". Very simple isn't it? USB debugging mode is very important if you want to run ADB command from your computer.
USB debugging is intended for development purposes only. Use it to copy data between your computer and your device, install apps on your device without notification, and read log data.
